Decree No. 185/2013/ND-CP stipulates that "prohibited goods" include goods banned from business; goods banned from circulation or use; Goods that have not been allowed to be circulated or used in Vietnam.

According to Decree 19/2014 and Decree 187/2013, the following items are on the list of “prohibited goods” and are prohibited from being transported into Vietnam: 

– Weapons, ammunition, explosives (except industrial explosives), technical equipment, weapons, specialized military and police vehicles, military equipment (including badges, insignia, Military insignia of the army and police), military equipment for the armed forces, components, parts, spare parts, supplies and special equipment, specialized technology for manufacturing guns.

– Narcotics.

– Fireworks of all kinds (except marine safety flares according to instructions from the Ministry of Transport), sky lights, and other types of devices that interfere with vehicle speedometers.

– Used consumer goods, including product groups: Textiles, footwear, clothing; electronics; refrigeration; Eletric Things; medical equipment; decorate products; household goods made of ceramic, porcelain, glass, metal, plastic, rubber, plastic and other materials; Goods are used information technology products.

– Types of publications banned from dissemination and circulation in Vietnam. Postage stamps are banned from trading, exchange, display and propaganda according to the provisions of the Postal Law.

– Radio equipment and radio wave application equipment do not comply with radio frequency plans and relevant technical regulations according to the provisions of the Radio Frequency Law.

– Cultural products that are banned from dissemination and circulation or have had a decision to suspend dissemination and circulation in Vietnam.

– Right-hand drive vehicles (including disassembled versions and those that have had their steering wheel converted before being imported into Vietnam), except for specialized right-hand drive vehicles operating in a narrow range and not participating in traffic include: cranes; canal digging machine; street sweeping and watering vehicles; Garbage and household waste trucks; road construction vehicles; Passenger vehicles in the airport; forklifts in warehouses and ports; concrete pump trucks; Vehicles only move in golf courses and parks.

– Types of cars and car assembly components have their frame and engine numbers erased, edited, and re-engraved. Types of motorbikes, special-purpose motorbikes, and mopeds have their frame and engine numbers erased, edited, and re-engraved.

– Used supplies and vehicles, including: Engines, frames, tubes, tires, spare parts, engines of cars, tractors and motorbikes; chassis of cars and tractors with engines (including new chassis with used engines and or used chassis with new engines); Cars of all kinds have had their structures changed to convert functions compared to the original design or have had their frame and engine numbers erased, edited, or re-engraved; ambulance car; bicycle; motorbikes, motorbikes.

– Toxic chemicals according to international conventions that Vietnam participates in.

– Smuggled cigarettes, cigars and other forms of finished tobacco products.

– Wild plants and animals, including live animals and their parts processed under the list of international treaties to which Vietnam is a member, regulate rare and precious plants and animals on the prohibited list. exploitation and use.

– Aquatic products are banned from exploitation, aquatic products have toxic residues exceeding the allowable limit, aquatic products have natural toxins that endanger human life. Fertilizers are not on the list of permitted production, business and use in Vietnam.

– Plant varieties that are not on the list of permitted production and business; Planted fish varieties are harmful to production, human health, the environment, and the ecosystem.

– Livestock breeds are not on the list of permitted production and business; livestock breeds that are harmful to human health, livestock genetic resources, the environment, and the ecosystem; Special, toxic minerals.
